To be precise, it is the evaluation of low speed stability. This is the skill of making low speed U-turns.
The DMV on-bike test for obtaining the unrestricted license requires demonstration of ability to make a low speed u-turn (ride the circle without putting a foot down) to pass the test.
The CHP/MSF safety course on-bike test, does evaluate, but does not require, demonstration of ability to make a low speed u-turn (can put foot down) to pass the test.
Note: To obtain the restricted motorcycle license, you only need to pass the written multiple choice test at the DMV. Everyone must take the written test at the DMV.
Most beginners can also easily pass (high pass rate) the CHP/MSF safety course on-bike test for the unrestricted license.
Most riders find the DMV on-bike test challenging (low pass rate) due to the required demonstration of low speed stability.
