In 1994 the Motorcycle Industry Council (MIC) successfully lobbied to have their subordinate organization Motorcycle Safety Foundation's (MSF) motorcycle test be offered by private contractors as an alternative (different and easier than the DMV) on-motorcycle test for licensing.
