Why is the CHP/MSF on-bike '15 hour safety course' test easier than the DMV on-bike test?


To be precise, it is the evaluation of low speed stability. This is the skill of making low speed U-turns.


The DMV on-bike test for obtaining the unrestricted license requires demonstration of ability to make a low speed u-turn (ride the circle without putting a foot down) to pass the test. Also, there is no conflict of interest whether you are passed or failed by the DMV employee.


The CHP/MSF 15 hour safety course on-bike test, does evaluate, but does not require, demonstration of ability to make a low speed u-turn (putting feet down is not an auto fail) to pass the test. This 15 hour course was developed by the motorcycle industry to promote the use and consumption of motorcycles and motorcycling gear. This test is conducted by private contractors who are motivated for you to pass.


Most beginners can also easily pass (high pass rate) the CHP/MSF 15 hour safety course on-bike test for the unrestricted license.

Most riders find the DMV on-bike test challenging (lower pass rate) due to the required demonstration of low speed stability.
